Description of Requirement: Transport Canada would like to fulfill the following requirement: Administration, Operation, and Maintenance Services of the Îles-de-la-Madeleine Airport facilities located at 210 Chemin de l ‘Aeroport, Îles-de-la-Madeleine, Quebec, G4T 5L2. The work includes but is not limited to: 1. The management, maintenance and operations of all of airport premises and facilities, namely: (i) Runways, taxiways, aprons; (ii) The access roads and the parking area; (iii) Buildings (air terminal building, maintenance garage, warehouse); (iv) Heavy equipment vehicles and other tools and equipment; (v) Various mechanical (plumbing, ventilation, heating, etc.) and electrical systems. 2. Ensure compliance with aviation regulations and all other regulations applicable to the airport site. 3. Be responsible for the safety and security on the airport site. 4. Work in collaboration with Transport Canada in the application of the Safety Management System (SMS). 5. Work in collaboration with Transport Canada to achieve its goals (transportation system that is safe and secure, efficient, and environmentally responsible). Period of the Contract: The period of the Contract is from April 1, 2026 to March 31, 2027, with the irrevocable option to extend the term of the Contract by up to two (2) additional one (1) year period under the agreed upon prices and same terms and conditions. Mandatory Site Visit: A mandatory site visit will be held on Wednesday, January 14, 2026 at 10:00 a.m. Atlantic Standard Time (AST), at the Îles-de-la-Madeleine Airport, at 210 Chemin de l’Aéroport, in Îles-de-la-Madeleine (Quebec). It is mandatory that the Bidder or a representative of the Bidder visit the work site and examine the scope of work. All potential bidders should become familiar with the site before tendering. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. The Contractor shall not be entitled to payment in respect of costs incurred for the site visit. Bidders must contact the Contracting Authority, Suzanne LeBreton by e-mail at suzanne.lebreton@tc.gc.ca no later than Monday, January 12, 2026, 3:00 p.m. (AST) to confirm your attendance at the site visit and to provide the name(s) of the person (s) who will attend. Enquires – Bid Solicitation: All enquiries must be submitted in writing to the Contracting Authority no later than five (5) business days before the bid closing date. Enquiries received after that time may not be addressed prior to the bid closing date. Process and Selection Methodology: A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria and obtain the minimum score on the point-rated criteria to be declared responsive. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract. Security Requirements: There is a security provision associated with the requirement as follows: The Contractor personnel requiring access to Protected information, assets or sensitive work site(s) MUST EACH hold a valid Reliability Status.
