IMPORTANT NOTICE TO BIDDERS:
Two Phase Selection Process:
This is the first phase (Phase One) of a two-phase competition. The first phase will evaluate the qualifications of all bidders. The second phase, (Phase Two), will invite the qualified bidders to provide a financial bid on the project based on the specifications and drawings. Upon award of a contract in Phase Two, the pre-qualification list resulting from the first phase will expire and will not be used in any other solicitation.
Suppliers are required to submit bids electronically using Canada Post Corporation’s (CPC) Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level. Please refer to Instructions to Suppliers 3. Submission of Qualifications for additional details.

Work Description:
The project includes rehabilitation of bridge deck and other miscellaneous bridge repairs at five different bridge structures along the Alaska Highway: Jackfish Creek Bridge located at Km 424.8 of the Alaska Highway, Toad River Bridge located at Km 671.7, Lower Liard Bridge located at Km 763.3, Coal River Bridge located at Km 823.3, and Hyland River Bridge located at Km 937.3. All five bridges are located between Fort St. John, BC and Watson Lake, YK.
The work under this contract generally comprises of the following but is not limited to:
- Project Management.
- Supply and maintain of all traffic control for the duration of the works.
- Quality Management.
- Removal and disposal of delaminated concrete and preparation of the concrete surface (by hydrodemolition only).
- Concrete supply, install, and cure of bridge deck.
- Maintenance of joints.
- Miscellaneous bridge repairs such as crack repair and joint caulking replacement.
- Surveys (construction layout, payment quantities, as-built survey, and others as required).
- Environmental protection.
Due to the remoteness and the location of the PSPC operated section of the Alaska Highway which passes through the traditional territories of the First Nations belonging to the Treaty 8 Tribal Association (primarily the southern section of the Highway) as well as the traditional territories of the First Nations belonging to the Daylu Dena Council (primarily the northern section of the Highway), bidders are encouraged to employ the available local workforce and utilize other locally available resources and equipment.

To assist with bonding and insurance requirements, this project is estimated to cost between $1,000,001 and $5,000,000.
